The northern Quang Ninh Province plans to turn a 1,000-hectare island into a golf tourism hub with a 27-hole course.
The complex on Nui Cuong Island will also include resorts and seafood farms to supply to tourists.
Its remaining area will be dedicated to forestry and marine research.
Other facilities planned there include an amusement park, a dock for yachts, a cultural and exhibition center, and a marine ecological conservation zone.
Quang Ninh, home to world’s famous Ha Long Bay, expects the island to have a permanent population of 7,800 by 2030 and 20,000 by 2045.
The province plans to begin construction of five golf courses by 2025.
