Hanoi is considering leasing parts of sidewalks for up to VND45,000 (US$1.7) per square meter per month as it seeks tighter control over public spaces.
The city’s Department of Construction is collecting feedback on a proposed People’s Council resolution on the use of sidewalks for commercial activities.
If the proposal is adopted, businesses will be allowed to lease portions of sidewalks for a fee. The fees will range from VND20,000 per square meter per month, depending on the location.

Streets selected for the program’s trial have to meet certain criteria like not being located in protected historical or cultural heritage zones and not being congested.
Besides, their sidewalks need to be at least three meters wide and at least 50% of residents need to consent.
Initially, the scheme will cover several streets in Hoan Kiem and Cua Nam wards, both busy downtown areas with lots of tourists. The trial will later expand to other areas of the city.
The construction department believes that charging fees for sidewalk leases will help stop the illegal occupation of public spaces for business activities.
Businesses will be permitted to lease sidewalk spaces for one year at a time, but with extensions allowed.
Recently, Hanoi tightened enforcement of sidewalk regulations, cracking down on businesses illegally taking up sidewalk space. Many are now seeking permission to lease the same spaces.
